Emanuel DaRosa
Acting President & CEO
Mr. DaRosa was appointed Chief Operating Officer with NTPC in July 2011. Emanuel has held many leadership positions during his 20 years within the power sector where his leadership and drive for improvement have led him to succeed.
In his last position Emanuel was Vice President, Power Systems at Thunder Bay Hydro responsible for Engineering, Construction and Operations. During his term Emanuel led the development of an assessment management program, completed risk assessments of all assets, developed a detailed 20-year investment and maintenance plan as well as streamlined the design to execution process. Through Emanuel’s efforts significant efficiency improvements were realized.
While with Brookfield Renewable Power Corp as the Asset & Investment Manager, Emanuel was responsible for managing all transmission & distribution assets. While at Brookfield he successfully led the design, approval and project execution of a new 194 km 230kV transmission project. Emanuel was involved in auditing generation as well as T&D facilities throughout Canada, US and Brazil.
With Hydro One Emanuel held the positions of Distribution Engineer and Development & Design Supervisor where he was awarded the President’s New Technology Award for innovations in the design of a diesel generating station.
During Emanuel’s Employment with Ontario Hydro he held the positions of Transmission Line Designer, Transmission Station Designer and Generating Station Engineer.
Emanuel holds a bachelor’s degree in electrical engineering from Lakehead University, an MBA certificate in business administration and marketing from Tulane University as well as is certified in Balanced Scorecard Strategic Management. Emanuel is also a member of the Professional Engineers of Ontario.
Emanuel presently sits on the ESA’s Appeal Review Panel, and USF’s Asset Management Committee. In the past he has been an active member of the EDA’s Operations Council, Regulatory Streamlining Task Force, IESO Generation Visibility working group as well as on a Transmission Planning Task Force for Ontario.
Judith Goucher
Chief Financial Officer
In 2001 Judith Goucher was appointed Director, Finance and Chief Financial Officer.
Prior to her current position, Judith was promoted to Director, Regulatory Affairs after working for eight months as a Financial Advisor to the Vice President Finance and CFO, in 1998.
Before joining NTPC, Judith was a partner in a financial consulting company in the NWT. Prior to entering the private sector, Judith was the Director of Budgeting for the Government of the Northwest Territories, served four years as the Executive Assistant to the Honourable John D. Pollard, Minister of Finance and Chairman of the Financial Management Board Secretariat and held various other positions with the government since moving north in 1985.
Judith received her Master of Arts Degree in Economics at McMaster University; Hamilton, Ontario, in 1984 and is a graduate of the Queens Executive Program.
Judith served as a Director with the Governor General’s Canadian Leadership Conference from 2000 – 2008, was a conference participant in 2000 and the NWT Tour Chair for both the 2004 and 2008 Conferences. Judith is a past President of the Hay River Sunrise Rotary Club and has served in a variety of executive positions for other local volunteer organizations.
Dan Roberts
Director, Engineering
Dan is a mechanical engineer with over 30 years experience in the power industry. He returned to NTPC in 2010 after eight years of consulting and project work around the world.
He has proven project management skills relating to the construction of new power plants - coal, gas, diesel, hydro and wind. He also has completed feasibility studies an due diligence work on many types of utility and independently owned power plants working for several international power consultants (PB Power, SKM and Aurecon).
He has completed projects in Asia (Indonesia, Malaysia, Thailand, Singapore, Vietnam and Philippines), Europe (UK, Eire, Holland and France), North America (Canada and NWT) and Africa (Morocco, Eritrea and Kenya).
Before returning to the UK in 2001 Dan was the Operations Director for NTPC, a role he held for approximately six years. He had overall responsibility, including financial and safety, for all the generation and transmission and distribution utilizing hydro and diesel generation in isolated systems. Before his role Dan was project manager responsible for building new diesel plant in the Arctic including Pond Inlet, Whale Cove, Lake Harbour and Rankin Inlet.
Cheryle Donahue
Director, Human Resources
Cheryle Donahue has played a considerable role for NTPC since 1991. Initially employed as a Personnel Administrator, she was appointed Manager, Human Resources in 2001, and then Director, Human Resources in 2003.
From 1982 to 1991, Cheryle was involved with several departments within the Alberta Government with a focus on human resources.
Cheryle completed a certificate in Personnel Administration from the University of Alberta in 1998 and also has certificates in Industrial Relations and Human Resource Management from Queen’s University Kingston, Ontario.
Mike Ocko
Director, Thermal Region
Mike has been with NTPC for 20 years and began his career in 1989 as an electrician in Fort Simpson.
Since that time he’s served as Manager, Operations and Maintenance for the Thermal Region and, most recently, as Assistant Director.
The Thermal Region, based in Inuvik, includes 20 communities extending from Fort Liard to Ulukhaktok.
Robert Schmidt
Director, Hydro Region
Robert Schmidt was promoted to Director, Hydro Region in 2008, after 28 years of utility experience in the North.
He began his career in 1981as a welder/millwright in Inuvik with the Northern Canada Power Commission. Robert branched out to various positions as well as various northern communities until his appointment to his current position.
He has been actively involved with northern fire departments and continues to work closely with the Territorial Emergency Measures Organization.
Robert is certified as an Electrical Generating Systems Technician and holds a diploma in Mechanical Engineering Technology. He holds a certificate from the Queen’s University Executive Program and is a Canadian Registered Safety Professional (CRSP).
Glenn Smith
Director, Information Technology 
Glenn is a true Northerner, raised in the NWT. He joined NTPC in 2000 and has progressed through the positions of Business Systems Analyst, Manager of Enterprise Applications and Support, Assistant Director of Information Technology and most recently was named Director of Information Technology (IT) in 2010.
He has been at the forefront of many significant IT initiatives aimed at improving organizational efficiencies including the implementation of an industry-leading records management system, development of key operational based applications, and noteworthy cost savings projects such as a corporate wide voice over IP phone system, server virtualization and consolidation and centralized desktop virtualization.
Glenn is a member of the Canadian Electrical Association’s Chief Information Officer’s Working Group and the Canadian Information Technology Executives Council.
He holds a Bachelor of Commerce Degree in Management Information Systems from the University of Calgary.
Glenn is very active with volunteer organizations in Hay River and has been a champion of employee involvement in numerous local and Territorial fundraising events.
