Changes to Your Existing Service
If you're planning to repair, upgrade, or replace the electrical wiring in your 
home, or make any other changes to your existing service, you must obtain an electrical inspection permit from an electrical inspector with the Department of Public Works & Services. If you've hired a certified electrical contractor to do the work, they can acquire this for you.
And remember, for upgrades, changes to service, or new service connections, you must first complete and submit a Request for Service Application.
