Board of Directors

NTPC's Board of Directors is comprised of the following individuals appointed by the Government of the Northwest Territories (GNWT):

Judith Goucher, Chair

Northwest Territories Power Corporation, Northwest Territories Hydro Corporation, NWT Energy Corporation (03) Ltd.

Judith (Judy) Goucher was appointed as Chair of NTPC's Board of Directors on September 1, 2025.

Ms. Goucher brings over 30 years of senior leadership experience in public sector financial management, utility regulation, and municipal administration within the Northwest Territories. She served as Chief Financial Officer for the Northwest Territories Power Corporation (2001-2016), following earlier roles as Director of Regulatory Affairs and Financial Advisor. Her tenure was distinguished by strategic oversight of utility regulatory and financial matters.

Following her time with NTPC, Ms. Goucher served as Senior Administrative Officer for the Town of Hay River (2017-2020), and worked to facilitate Governance training for Council Members, update the Town’s Strategic Plan, acquire critical infrastructure funding, and implement succession planning within the Town’s Senior Administration.

More recently, Ms. Goucher has supported northern organizations through consulting engagements with NTPC, NT Energy, GNWT Infrastructure, and Indigenous government organizations. 

As a long-time public servant, Judy is deeply committed to the successful transition to a private/public sector Board of Directors ensuring effective governance, strategic direction, and accountability and delivering value to the Shareholder.  She looks forward to working with northern Indigenous partners to support the GNWT in achieving its 2030 Energy Strategy goals and defining a strategy for NT Hydro that results in a more sustainable energy future for the people of the Northwest Territories.

Ms. Goucher holds a Master of Arts in Economics from McMaster University, and a Bachelor of Science (Honours) in Economics and Psychology from Trent University. She has also completed executive leadership programs from both Queen’s University and the University of Idaho. 

 Leigh-Anne Palter, Vice-Chair

Leigh-Anne Palter was appointed as Vice-Chair of NTPC’s Board of Directors on September 1, 2025. 

In addition to serving on the Board, Leigh-Anne is the Chief Executive Officer of the T’sa Group of Companies, wholly owned by the Łutsël K’e Dene First Nation, where she is responsible for rebuilding the Nation’s economic portfolio and strengthening relationships with industry and government partners.

L. Palter brings more than 30 years of executive and governance experience in the energy and infrastructure sectors across North America – bringing deep knowledge of regulated environments, Indigenous economic development, and public service accountability.

Leigh-Anne has held various senior leadership roles including Chief Executive Officer of Chestermere Utilities Inc., Director of Financial Advisory at Deloitte LLP, and Vice President roles at EPCOR Utilities Inc. Her work has spanned utility operations, mergers and acquisitions, regulatory strategy, and enterprise transformation.

In addition to executive roles, Leigh-Anne has served on numerous boards and committees, including as Board Chair of the Alberta Cancer Foundation and Director at large for the Calgary Homeless Foundation, and Kete Whii Limited. She has chaired governance, audit, and risk committees and is recognized for her expertise in public sector governance and Indigenous economic development.

Leigh-Anne holds a Master of Law in Energy and Infrastructure from Osgoode Hall Law School, an MBA in Finance from Queen’s University, and ICD.D designation from the Institute of Corporate Directors.

Gaeleen MacPherson, Board Director

Northwest Territories Power Corporation, Northwest Territories Hydro Corporation, NWT Energy Corporation (03) Ltd.

Gaeleen MacPherson was appointed to NTPC’s Board of Directors on September 2, 2025. 

Gaeleen also serves as Associate Deputy Minister, Strategic Infrastructure, Energy and Supply Chains with the Department of Infrastructure (April 2025 - present). 

Born in Edzo and raised in Yellowknife, Gaeleen is a Tłı̨chǫ citizen and lifelong Northerner.

Gaeleen holds a Bachelor of Management in Human Resource Management and Labour Relations from the University of Lethbridge and started her HR and mining career in 1998 at the Diavik Diamond Mine in Yellowknife. Since this time, she has held progressively senior positions across the industry and has received multiple awards for her accomplishments.

With a background of over 20 years spanning negotiation, remuneration, supply chain development, infrastructure delivery, and Indigenous partnerships, Gaeleen’s experience will be essential to advancing key infrastructure projects that will support the Northwest Territory’s growth in the future.

Terence Courtoreille, Board Director

Northwest Territories Power Corporation, Northwest Territories Hydro Corporation, NWT Energy Corporation (03) Ltd.

Terence Courtoreille was appointed to NTPC’s Board of Directors in 2021. 

In addition to serving on the Board, Terrence is the Associate Deputy Minister of Healthcare System Sustainability for the Government of the Northwest Territories. 

Prior to this, Terrence was the Deputy Secretary to the Financial Management Board for the Government of the Northwest Territories (2021-2025). He also served as the Director, Management Board Secretariat (2018-2021) and additionally as the department’s Director of Finance (2016-2018).

Prior to working for the Government of the Northwest Territories, Terrence worked in the utility industry with NTPC for approximately 20 years, where he held a number of management positions primarily within rate regulation and utility rate setting.

Terrence was born and raised in the Northwest Territories and has worked his entire career in the north. He has a Bachelor of Commerce from the University of Alberta and is a Chartered Professional Accountant.

Russell Noksana, Board Director

Russell Noksana was appointed to NTPC’s Board of Directors on January 1, 2026.

Russell brings more than two decades of operational and project management experience to his role on the Board of Directors. He currently serves as Operations Manager for Dean and Sons Ltd., where he oversees civil and mining projects across Western Canada, including road construction, bridge installations, and P3 infrastructure projects.

Born and raised in Tuktoyaktuk, Russell went to school in Inuvik and later in Edmonton. He lived in Edmonton for 15 years and recently moved back, bringing a Northern perspective and regional insights to his leadership.

Russell’s career spans senior roles in construction and logistics, including positions as Civil Superintendent with Nuna Logistics Partnership and Superintendent with EllisDon PME Inc., where he managed large-scale oil and gas and industrial projects. His experience includes planning, budgeting, and supervising multidisciplinary teams in complex environments, as well as implementing safety and compliance programs across multiple jurisdictions. Earlier in his career, he worked extensively in heavy equipment operations and field supervision in the Northwest Territories, gaining firsthand knowledge of northern infrastructure challenges.

In addition, Russell has served as a Director on the Board of the Inuvialuit Development Corporation, where he contributed to governance, strategic planning, and Indigenous economic development. As an Inuvialuit beneficiary and resident of Inuvik, he offers valuable insight to support NTPC in achieving its goals for asset renewal, emissions reduction, and service excellence, while ensuring decisions respect and represent the diverse interests of Northwest Territories residents.

Russell holds certifications in construction safety, project management, and business management, complemented by specialized training in health and safety leadership.

Danny Bayha, Board Director

Danny Bayha was appointed to NTPC’s Board of Directors on January 1, 2026. 

Danny brings extensive operational and governance experience to his role on the Board of Directors. A lifelong Northerner and proud Sahtu Got’ı̨nę father, Danny is fluent in the Sahtu Got’ı̨nę dialect of the Northwest Territories. He is the son of Moise and Veronica Bayha of Délı̨nę and, together with his wife Judy, has built a strong foundation of family and community leadership.

Danny is the shareholder and operator of MeckCon Services Ltd., a business he and Judy have managed for more than 25 years. MeckCon provides mechanical services, equipment rentals, and training programs in remote northern communities. His career also includes service as Plant Superintendent for Northwest Territories Power Corporation in Délı̨nę, where he oversaw operations of a 1,200 kW diesel generator power plant and managed all administrative functions. In addition, Danny has held technical roles with the Department of Transportation, maintaining critical highway and airport infrastructure.

With the support of his wife, Danny has served on numerous boards and committees, including the Northwest Territories Surface Rights Board, the Sahtu Land Use Planning Board (as Interim Vice-Chair), the Mackenzie Valley Environmental Impact Review Board, and the Sahtu Health and Social Services Authority, where he was Chair from 2013 to 2016. He has also contributed as an elected member to the Délı̨nę Got’ı̨nę Government and the Délı̨nę Education Committee, reflecting his long-standing commitment to community development and self-government. Danny and Judy are also active members of their local parish community.

Danny holds a Bachelor of Science degree in Biological Sciences from the University of Calgary and is a certified Red Seal Mechanic. His combination of technical expertise, operational leadership, and governance experience—along with his deep commitment to family and community—underscores his contribution to NTPC’s mission of delivering reliable and sustainable energy solutions for northern communities.

Grace Nakimayak, Board Director

Grace Nakimayak was appointed to NTPC’s Board of Directors on January 1, 2026. 

Grace is a proud Northerner and Inuvialuit leader born and raised in the Northwest Territories. In addition to serving on NTPC’s Board of Directors, Grace is the Community Clean Energy Coordinator for the Hamlet of Paulatuk, where she leads the Paulatuk Energy Working Group and oversees the development of renewable energy projects, including the community’s wind, solar, and battery energy storage system.

Grace brings nine years of experience in project management, Indigenous engagement, and stakeholder collaboration. She serves on the Board of Directors for Indigenous Clean Energy and has completed the 20/20 Catalysts Program and the Arctic Remote Energy Network Academy under the Arctic Council. Grace has represented northern energy priorities at territorial, national, and international forums, advocating for sustainable and inclusive energy solutions.

Her strong understanding of northern communities and their energy needs, combined with governance experience and deep community ties, positions her as a valuable contributor to NTPC’s vision for a greener, inclusive future.

Kevin Hodgins, Board Director

Kevin Hodgins was appointed to NTPC’s Board of Directors on January 1, 2026. 

Kevin is a Professional Engineer with 38 years of experience in northern infrastructure development. Kevin brings extensive technical and leadership expertise to his role on the Board of Directors. Based in Yellowknife, he has dedicated his career to advancing cold regions engineering and delivering complex projects that support remote communities across the Northwest Territories, Nunavut, and Yukon. His work has included planning, design, and project management for community buildings, transportation systems, water and sewer infrastructure, and energy facilities.

Kevin served in senior executive roles for more than two decades, including Chief Operating Officer of FSC Architects and Engineers and Business Centre Practice Leader for Stantec’s northern operations, where he managed teams of up to 75 professionals and annual revenues exceeding $20 million. His responsibilities encompassed strategic planning, financial management, organizational leadership, and client engagement. In addition to his business leadership, Kevin has served on numerous boards and committees, including President of the Northwest Territories and Nunavut Association of Professional Engineers and Geoscientists (NAPEG), Director of Engineers Canada, and National Chair of the Cold Regions Engineering Division of the Canadian Society for Civil Engineering.

He holds a Bachelor of Science in Civil Engineering from the University of Saskatchewan and is a Fellow of Engineers Canada and the Canadian Society of Senior Engineers and an Honourary Fellow of Geoscientists Canada. Kevin’s combination of technical expertise, governance experience, and deep knowledge of northern communities underscores his contribution to NTPC’s mission of delivering reliable and sustainable energy solutions across the North.

Troy Bradbury, Board Director

Troy Bradbury was appointed to NTPC’s Board of Directors on January 1, 2026. 

Troy is a seasoned professional with over 40 years of experience in the electrical and power generation sector. A proud Métis member of the Dehcho First Nations, Troy has deep roots in the North. Raised in Fort Smith and Yellowknife, he and his wife Zina have spent the past four decades building their life and raising a family in Fort Simpson, reflecting a lifelong commitment to the region and its communities.

Troy began his career in 1986 as a summer student with the Northern Canada Power Commission and joined NTPC as an apprentice in 1995. Over the next 23 years, he held progressively responsible roles, contributing to the development, maintenance, and reliability of distribution and transmission systems throughout the Northwest Territories. His extensive operational knowledge and strong industry relationships provide valuable insight into strategic growth and infrastructure planning.

As a Red Seal Journeyman High Voltage Electrician and Journeyman Electrician, Troy brings hands-on expertise in the installation and operation of renewable and conventional energy systems, including solar, wind, hydroelectric, and diesel generation. In addition to his technical background, Troy is the Owner of Bradbury Services Ltd. in Fort Simpson, where he employs and mentors apprentices, fostering skills development and workforce sustainability in the region.

Troy’s unique combination of northern business leadership and utility experience positions him to contribute meaningfully to board discussions on operational efficiency, environmental sustainability, and corporate reputation.

Christine Duggan, Corporate Secretary

Christine Duggan has served as Corporate Secretary for NT Hydro and its subsidiaries since 2022, providing governance leadership and ensuring compliance with regulatory and corporate requirements. She has been with the corporation in various roles since 2016 supporting strategic initiatives and organizational effectiveness. Prior to this, Christine worked as a corporate paralegal/legal assistant (2007-2016).

Christine holds a Bachelor of Arts in Justice Studies and Graduate Certificate in Professional Communication Management from Royal Roads University. She is a Certified Governance Professional (GPC.D) and a Certified Associate in Project Management (PMI-CAPM).

Outside of work, Christine enjoys exploring new places with her family.
