February 2026 Rider Explanation

In accordance with the approved General Rate Application, the following are riders that customers will see on their bills starting February 1, 2026. 

SUNK COST DEFERRAL ACCOUNT RIDER

This rider recovers past costs related to extreme low water conditions, wildfire impacts, and the Taltson overhaul. Duration: approximately 25 years.

NTPC budgets annually for the cost to deliver power to customers, but sometimes unexpected or unpreventable events occur that exceed that budget. This rider covers the unbudgeted expenses caused by recent wildfires, floods, and the overhaul of the Taltson Hydro site. As these costs are not covered by our current base rates, the PUB has approved this rider to recover those specific expenses.

The total cost of these major events (wildfires, overhauls) was so significant, collecting it all at once would have caused a massive spike in customer bills. To prevent this "rate shock," the Public Utilities Board (PUB) approved a plan to spread these payments out over 25 years.

GRA SHORTFALL RIDER

This rider recovers revenue not collected while NTPC’s General Rate Application was under review (Apr 2024–Dec 2025). Duration: February 2026 to March 2028.

This rider will collect the amount owed to NTPC from the time NTPC applied for the price increase in April 2024 to the date the PUB approved the rate change in December 2025. The amount will be charged to customers in manageable increments over the next three years.

GLOBAL ADJUSTMENT RIDER

This rider recovers costs NTPC pays to Naka Power Utilities for PUB-approved costs associated with Hay River Franchise transfer.  Duration: February 2026 to May 2026.

This rider covers the approved shared costs and is required to be paid by all NTPC customers to cover the territory-wide costs of the franchise transfer.

MISCELLANEOUS DEFERRAL ACCOUNT TRANSFERS RIDER – (HAY RIVER ONLY)

This rider recovers cost regulatory balances transferred to NTPC at the time of the franchise transfer, including prior GRA shortfalls owed to Naka Power Utilities. Duration: February 2026 to March 2028.

This rider is specific to Hay River customers, as it pays off specific historical balances (such as old rate shortfalls) that were owed by Hay River customers to Naka Power before the transfer.

GNWT COST OF LIVING SUBSIDY

A GNWT-funded credit applied directly to customer bills to help reduce electricity costs. Approved until March 2028.

This is a credit funded by the Government of the Northwest Territories (GNWT) applied directly to your bill to help reduce electricity costs that is approved until March 2028. While the riders add a charge to your bill, this subsidy subtracts from the total to help ease the financial pressure.

This credit automatically applies to all eligible residential and commercial customers, including local governments (Hamlets, Towns, Bands).

  • Exceptions: It does not apply to Federal or GNWT accounts, nor does it apply to Local Housing Corporations.
